Description

Similar to #5237, but new.

Also found microsoft/vscode#198658 opened a few hours ago, which seems related.

Affected run: https://github.com/scrapy-plugins/scrapy-zyte-smartproxy/actions/runs/6931613819/job/18853712617?pr=112 (tried re-runs with both Ubuntu images, no luck).

Is it regression?

Runners work

Actual behavior

Runners stop before my code gets a chance to run

Repro steps

Run an Ubuntu image.

It seems the upstream issue is microsoft/linux-package-repositories#96.
