Please fix this - actix-rt|system:0|arbiter:0' panicked at 'not currently running on a Tokio 0.2.x runtime.

The latest actix crates only support Tokio v1. Older version like Actix Web v3 ran on Tokio v0.2 so it is possible to downgrade to these versions.
