Right now the web workflow only works after auto connecting to wifi. We should make it work when CIRCUITPY_WEB_API_PASSWORD is set and the user code connects. That way user code can manage selecting one of a couple networks instead of the auto-connect network.

Just adding a similar request for the WizNet W5500-Pico-EVB, so after the network is manually started or reset, and DHCP resolved we can have web workflow (if api password is set)
