I find a new way to enable function key in https://gist.github.com/douglasrizzo/404a4da88b252a4ae0a82b142b18a2ac.
use su to run the command "echo options hid_apple fnmode=2 > /etc/modprobe.d/hid_apple.conf" and there is no need to use systemd
