Testing on Linux case sensitive filenames #23

Filenames out of the IPEDS zip files have different capitalization patterns.
Encountered errors related to case sensitivity in IpedsInstChar02to16.do.

Further testing needed.

Revised code. Successfully tested on Linux. Closing issue.
