Name validation doesn't allow /xyz/0 as a topic name

The name validation prevents numbers from being the first part of a topic section. Rospy and roscpp just prevent a number from being the first character of a path overall, but not the first part following a /.

I'll just have to check if the validation is too lenient now, before closing the issue.
