To be able to have reproducible build, we need to have fixed git tag on each repo, including ci-jenkins-pipeline, temurin-build and each jdk source repo.
adoptium/temurin-build#3091 has covered the jdk source repo
adoptium/temurin-build#3103 has covered temurin-build part.
this issue is for the ci-jenkins-pipeline part.
"pipeline_branch":should be set to a git tagRelated to old issue #46
