Jenkinsfile has been created to source control the release process. It is good time to setup the jenkins job by Jenkinsfile

The new job is https://ci.adoptium.net/view/all/job/refactor_openjdk_release_tool_new/configure, which need to setup the GITHUB_TOKEN to play around before the transition.
