I have enabled the public preview for arm64 on our Azure account and will provision two test machines to re-enable the Windows aarch64 builds.

I have provisioned test-azure-win11-aarch64-1 and added credentials to the secrets repo. I'll begin running the ansible playbook and add it to Jenkins once it's completed.
