make GH action test based on each platform X jdk version just like what we have in jenkins job

so we have implemented to build packages per platform but still GH action is only doing tests per jdk

in a case, x64 linux for jdk11 has been published but not other platform for jdk11, still I wont get GH action check passed, even the code has been updated with correct checksum and jdk11 version.

for above case, i need to have x64 aarch64 s390x ppc64le and arm32 all 5 for linux published then i can get PR pass GH action and run installer job

debian does not have issue because it requires the underlying HW to create packages, and by using GH action it is only x64 will be used.
