Create data submission endpoint

Rather than having the complexity of data harvesting be part of the micro service, move this out of the codebase and implement an endpoint for submitting data. The harvesting part will be moved into its own world, so that it e.g. can be integrated in a data harvesting pipeline. This will lead to significant code simplification for this micro service.
