Describe the feature or idea you want to propose

The HHT is a transform sometimes used with EEG and might be interesting for classification of EEG

I have no experience of using it, but thought I would just post it as a wish list

either implement or wrap HHT as an aeon transformer, test and port into aeon, test as a transformer pipeline for EEG
