Seems kind of silly to me that there would be tests for the package but they don't run on CI. Does it just need rabbitmq to run tests? If so, I can work on it tomorrow.

Actually, there isn't a functional/integration test suite, so I don't think you need rabbit to run. That said, I always have it running, so perhaps there's an attempt to connect in the test suite that I missed.
