Есть две проблемы связанные со старой версией и текущей версией сборки.

В старой версий gulp-rsync не запускается Error: rsync exited with code 1 ...
В текущей сборки gulp вообще не запустилась Error: import pkg from 'gulp'

Проверил, gulp deploy работает в обоих сборках. Ищите проблема в вашем хостинге, напишите в поддержку. Может у вас вообще на сервере нет rsync.
