Can we use 'left dots' (similar to story map journal) within the About widget to jump to anchor tags...or is it possible to use html anchor tags (together with a short table of contents section that we write in html, not-hard coded) to jump to sections within the About pane

As the transportation component of the Wasatch Choice 2050 Vision, the 2019-2050 Regional Transportation Plan details specific transportation projects and investments that support local development decisions. The Plan is built on the Vision's future land uses and anticipated funding from future local, state, and federal sources. The timing and completion of transportation projects depend on each implementing entity, including the Utah Department of Transportation, Utah Transit Authority, cities, counties, and the development community, to voluntarily do their part to make the Vision a reality.<\/span><\/p><p><br /><\/p><p><span style=\"font-size: 16px;\"><strong>Where are we in the Wasatch Choice 2050 Vision process?<\/strong><\/span><\/p><p><span style=\"font-size: 16px;\">The Wasatch Front Regional Council, along with transportation partners, met with local communities to gather input regarding goals for future land use plans, specific transportation needs, and economic changes within their area of the region. Based on this input, three scenarios were developed to show the trade-offs associated with different transportation and land use investments. Select elements from these scenarios were then combined into a Draft Vision, and ultimately endorsed by the Council, which consists of local elected officials. The Wasatch Choice 2050 Vision provides the blueprint for prioritization of the†transportation projects.†<\/span><\/p><p><br /><\/p><p><span style=\"font-size: 16px;\">The 2019-2050 Regional Transportation Plan projects were initially planned over time based on when they are expected to be needed. Need is defined by criteria, such as development patterns and intensity, roadway and transit operations and efficiency, and safety. The needs-based plan is the foundation for determining when we can afford projects, based on assumed future funds for transportation projects. This is the process of applying financial constraints to the Regional Transportation Plan.<\/span><\/p><p><br /><\/p><br /><a href=\"https://www.arcgis.com/sharing/rest/content/items/cc4f43c8680548eca55526b96a6f2d5e/resources/WC2050ProcessGraphicR13-01__1536258196773__w1500.jpg\" target=\"_blank\"><img alt=\"\" src=\"https://www.arcgis.com/sharing/rest/content/items/cc4f43c8680548eca55526b96a6f2d5e/resources/WC2050ProcessGraphicR13-01__1536258196773__w1500.jpg\" /><\/a><br /><br /><p><span style=\"font-size: 16px;\"><strong>How will we use the feedback received?<\/strong><\/span><\/p><p><span style=\"font-size: 16px;\">Your feedback will help us refine the phasing for the Final 2019-2050 Regional Transportation Plan.<\/span><\/p><br /><p><b style=\"font-size: x-large;\">Financial Constraints<\/b><\/p><br /><p><span style=\"font-size: 16px;\">Revenues used to build and maintain transportation infrastructure come from a variety of sources such as sales tax, state general funds, fuel taxes, user fees, federal funding, and limited bonding. Transportation projects can only be built as these funds become available. Therefore, all roadway and transit projects in the Regional Transportation Plan must be selected and phased based on need and financial constraints. A project is considered &quot;phased&quot; when the construction start date falls within one of the following three phases.<\/span><br /><\/p><p><br /><\/p><ul><li><span style=\"font-size: 16px;\"><strong>Phase 1:†<\/strong>2019 to 2030<\/span><\/li><li><span style=\"font-size: 16px;\"><strong>Phase 2:†<\/strong>2031 to 2040<\/span><\/li><li><span style=\"font-size: 16px;\"><strong>Phase 3:†<\/strong>2041 to 2050<\/span><\/li><\/ul><p><br /><\/p><p><span style=\"font-size: 16px;\">As there are more project costs than revenue, some projects are placed into an &quot;unfunded&quot; category. Pedestrian and bicycle facilities were only phased by need and not by financial constraints, as a distinct funding source for these projects is yet to be identified.<\/span><\/p><br /><p><b style=\"font-size: x-large;\">Project Phasing<\/b><\/p><br /><p><span style=\"font-size: 16px;\">The phasing of transportation projects was guided by the Wasatch Choice 2050 (WC2050)†<\/span><span style=\"font-size: 16px;\"><span style=\"color: rgb(0, 128, 128);\"><a data-cke-saved-href=\"http://wfrc.org/vision-plans/regional-transportation-plan/progress-2019-2050-regional-transportation-plan/establish-goals/\" href=\"http://wfrc.org/vision-plans/regional-transportation-plan/progress-2019-2050-regional-transportation-plan/establish-goals/\" target=\"_blank\">goals<\/a><\/span>†adopted by the Wasatch Front Regional Council. These regional goals informed the criteria, weighting, and methodology used to phase projects <strong><span style='color:#FF0000'>(insert future external link)&nbsp;</span></strong> and differ slightly by transportation mode.†<\/span><span style=\"font-size: 16px;\">The Wasatch Front Regional Council uses a variety of tools to forecast the timing and impact of anticipated growth, such as the regional Travel Demand Model and the Real Estate Market Model. Socioeconomic and travel-related forecasts from these models are used to assign points to each transportation project in the near- and long-term. Projects are ranked based on the points assigned, and are also evaluated using a benefit-cost analysis. Projects are phased using technical data and input from the Wasatch Front Regional Council's partners, including the Utah Department of Transportation, Utah Transit Authority, and local government technical advisory committees.<\/span><\/p><br /><p><b style=\"font-size: x-large;\">Regional Performance<\/b><\/p><br /><p><span style=\"font-size: 16px;\">To gauge the overall effectiveness of the Wasatch Choice 2050 Vision and the Draft 2019-2050 Regional Transportation Plan, performance measures were developed based on the Wasatch Front Regional Council's goals, and are shown below. The HTML under the About widget section is what is being referenced in the left side panel. It was originally copied from a story map, so it has extra spans and things that I meant to clean up, but haven't yet.

I was able to make a simple table of contents work by using anchor tags and header ids within the HTML of the BetterAbout widget without any changes to the widget code.

Here's an example of how it would be done with your HTML:

I've added documentation on how to do this to the README for this project.

Please note that I removed the styling around the header and anchor tags just to make the code more clear. You will likely want to re-style them.

Also, I also took the liberty of removing the anchor tags that were wrapping your images. This was causing issues with the image popups (which are build automatically for every image tag by the BetterAbout widget).
