In Freelancer, change the label name in edit milestone requests

To Reproduce
Steps to reproduce the behavior:

1. Log in as a freelancer.
2. Open the project and go to milestones.
3. In milestone requests, to click edit the milestone. At the time, label name displayed "NEW MILESTONE REQUEST". It's wrong. It should display "EDIT MILESTONE REQUEST".

Expected behavior
In milestone requests, to click edit the milestone. At the time, label name displayed "NEW MILESTONE REQUEST". It's wrong. It should display "EDIT MILESTONE REQUEST".

Note: Check both employer and freelancer.
