Here:

 final NavigatorState navigator = Navigator.of(context,
        rootNavigator: _dropdownStyle.isFullScreen ?? _dropdownStyle.useRootNavigator);

But isFullScreen is false by default, not null, so useRootNavigator = true will never work except manually set isFullScreen to null
