Frontend version deployment

The user's frontend version is 0.4.0 and we are on 0.8.*
Why isnt the most recent version deployed?

You need to create a PR inside the howard repo to change the image tag. See https://github.com/ai-cfia/howard/pull/164/files for an example. Futhermore, we currently have an issue opened to automatically update the image so we don't have to do it manually
