So all cases of ExternallyDefined are Axiomatic? Just wondering

well, ATM the only difference is whether the calculation of the denotation of the symbol is given procedurally or declaratively....

So how is that difference going to be handled? ExternallyDefined are a specific case of built-in IIRC: alldiff, sum, nvalues and so on... those I think it is useful to offer them pre-compiled in the planner library. Alternatively, they could have their own "external" yadda-yadda, and have a more reasonably sized builtin.cxx.
