Currently, the bill-to-bill page has the title 'Top 10 matched sections', but in fact, any two bills may have fewer than that, because of the length of bills and how we are calculating the top matches. So I would call it the 'Top 10 matched sections' if there are 10 or more. Otherwise, call it the 'Sections matched (8)' e.g. if there are 8 matching sections.
