Move all scrapy scripts out of the top level of the scrapers directory #210

Currently, the Committee documents scraper and data are placed in the top level of the scrapers directory, which currently looks like this:

README.adoc            crec_scrape_urls.py    requirements.txt       statementAdminPolicy/
crec_detail_urls.json  crec_scrapy/           scrape_statements.py

Move each scraper-specific files into its own directory so that the top level includes only the child directories and the README (I'm creating a separate issue to handle the requirements.txt file:

README.adoc    statementAdminPolicy/
 crec_scrapy/
