Add "Export" button on right side for "Sponsors of Related Measures" and " Bills Related to" sections to download a .csv file

@juancholarra, @DanielSchuman do we really want a pdf of this or csv? How do we want to handle hundreds of rows (i.e. multiple pages). If we commit to a pdf, we also need to spend time on design of the publication. If we export as csv (spreadsheet), anyone can open in Excel as data and print from there.
