Currently we have internal-pending status.
The original purpose of this status is to ensure that there are enough copies within self-own devices before distributing to others. However, it introduces difficulty in publish content.

After discussion, it is definite that the operator does not need to go through internal-pending status.

Though it's unclear whether it is necessary for the masters to go through internal-pending status,
to simplify the implementation, currently we just remove the internal-pending status.
