Migrate the sendgrid connector to config-based

How

• We can run the acceptance tests to assert with expected_records to assert the new connector produces the same records as the original one
• This is an old, but complete config-based definition of the sendgrid connector
• This is a more recent, but incomplete config-based definition of the sendgrid connector
• This will require releasing a version of the CDK with the declarative framework
