Update CI check to only enforce high strictness on critical connectors

Overview

We are updating to use an internal quality level called critical denoted by the metadata.yaml with data._ab_internal._ql=300.

We need to update our ci check module to use as the indication that high_strictness needs to be enabled in the CAT tests instead of general_availability

note do not use the word critical
