Missings translations cause generation failure on Windows #617

If a translation is missing in a language, that key won't be generated at all
even though the fallbackLocale has a value for it.

There is no output in the console to indicate any problems.

Only seems to be an issue on Windows, works fine on Linux; tested on
windows-2019 GitHub Actions runner and locally on Windows 11.
