About this change - What it does
Adds and applies the pyupgrade pre-commit hook.
Note that configuration and application is split into two separate commits to help in reviewing, we can squash merge those.
Why this way
Automates keeping up with new Python syntax, helping in maintaining project help and reduces items to address in review.
