More room for the Assignments as they have more priority. 1

Describe the solution you'd like
Move the Notes down to the bottom of the window and they should keep 70:30 or 80:20 ratio when dialog resized.

Additional context
This shows how the updated window would look when maximized:

New Publisher Database window (maximized)
