This method is used to change the topic of a channel. The calling user must be a member of the channel.
Only user tokens may use this method. One quirk: this method shows that it accepts a bot
token, but only because legacy custom bot users may make use of it. That's liable to change. It's best to assume this method won't work with bots of any sort.
