Dependency loop between PeerSvc and Voter

The dependency between PeerSvc and Voter is cyclic. This should be fixed. My guess is that threads under PeerSvc doesn't necessarily need to have Voter. These threads only check if it is currently a leader but running these threads on follower side is rather awkward.
