Reload and manage content scripts from background

In dev mode, content scripts are not listed in the manifest. Instead, the idea is to have the background script manage registering the scripts and styles. When they change, we don't need to reload the page or reload the extension, instead just remove the content script/styles from the background and add the new ones.
