For now our system can be administered by anonymous users, we need some way to restrict this.

Having implemented this on several servers, it is true that the most flexible system is to leave it anonymous, with a clear warning in the README file (which we have). That way each system can have different security settings (LDAP, etc).

I'll close this as I have no immediate plans to fix it.
