Clarify release tagging process

Could we have a new tagged release?

More generally: what is the expected release cadence for chroma?

(For some context: I'm hoping for Hugo to update chroma to a version with the improvements that have been merged here since the v2.7.0 release.)

There's no particular release cadence, it's basically whenever someone asks for one or I think of it.
