First layers speed does not change support speed #4031

Behavior

It seems to me that "first layer speed" option is not applied to support material and skirt. The result is bad adhesion.
Steps needed to reproduce the problem
- Any print with support material and "first layer speed" set to 40%
Expected Results
Support is printed slowly
Actual Results
Support is printed fast
