add pr and issue templates to AAA-py

This is self explanatory but it would be nice if pr and issue templates were added to this repo, it would be easier for new issues, feature requests etc. These can just be copied over from the main AAA repo and would remain moistly the same just renaming a few things and it would mostly work. As it is obvious this is not urgent but at some point if this becomes the default for the main AAA repo then these will become rather useful.
