Add RPC timer metrics

Is your feature request related to a problem? Please describe.
Currently, there are no metrics for RPC request that record call counts(including with error code), cost time(including percentile), but these metrics are import in product environment(at least in our use case).

We can record RPC timer metrics at the universal RPC entrance.
