Use a Web App Manifest to describe plugins

Using a Web App Manifest to describe each plugin would be a good fit.
Not every field is relevant for a plugin, and some fields might miss, but it is close enough.
The Plugin Manifest could be a superset of the Web App Manifest
It would ease the registration of plugins in a store.
