Move answer types into a separate page

Why are we doing this?

When users create their first question they currently are asked for the question and hint text first. We then ask them for the answer type.

We believe asking for the answer type first we can

• help users focus on what they are trying to ask
• consider templating basic questions, with the option for the user to change content where they need to
• show the user the input type they have selected in the preview pane, making it clearer and easier to process what the preview pane does while giving them confidence of how the page will look/appear to end users (form fillers)

When is this task done?

• when we have decided to test this, or not

If we decide to take this into testing, we should

• explored the best way to separate the answer type out of the "edit question" page
