Do not show changelog after update

I really like Altair, but it really annoys me every time it updates and opens a new tab with the Changelog.

I would prefer to not see the changelog automatically but instead have an option to view it if I want to see it.

Other options

• Add a setting to enable/disable the automatic opening of the changelog
• Show the changelog in a Modal dialog when opening Altair

@azapps I've added options in the extension. In the next update, you would be able to go into the extension management page and disable the changelog option. 😇
