Background images: restricted area of canvas is not refreshed after adding background image #1408

Repro:

Create new canvas.
Edit root timeline.
Add background image to the timeline so that the new height is greater that the initial height of the timeline.
Maximum zoom out.
Pan around the root timeline.

Expected: navigation over root timeline is restricted by boundaries of the timeline.

Observed: navigation over root timeline is restricted by boundaries of the previous root timeline (before the size changed).
