Ingore consecutive interactions from same user in a short time-frame

Not only same command repeated but also (with a less restrictive limit) ignore a user if (s)he sends too many (different) commands in a single chat to the bot.

Maybe ignore also (with an even less restrictive limit) globally a user if (s)he spams lots of commands in lots of chats? Think about it 🤔
