[Bug] - AL2023 Python3.11 is not the newest version

Describe the bug

AL2023 has Python 3.11.6

python3.11.x86_64                       3.11.6-1.amzn2023.0.3              @amazonlinux

But this is out of date and should be upgraded to 3.11.9

To Reproduce

sudo yum install python3.11
python3.11 --version

Expected behavior
Latest version should be available in the @amazonlinux yum repo.
Older versions carry bugs and vulnerabilities.
