Parser http://mkrf.ru/activity/register/search/ for project OpenGovData.ru

The program works in scrapy framework (scrapy.org).
In order to run parser, type ./scrapy-ctl.py runspider fas/spiders/register.py

Parsed data is separated into two archives:
- films.csv.tar.bz2 Catalog of films;
- licenses.csv.tar.bz2 Catalog of licenses.

Current statistics:
- 55231 films;
- 66591 licenses.
