Attach ctlrender prereqs to their source using submodules? #10

It seems like there may be benefit to attaching the source code for ctlrender dependancies to their source repositories. This may be doable with git submodules. We should consider the pros and cons of this approach in implement in appropriate.

After discussion, it was decided not to use submodules.

ctlrender has been relocated from ampas/aces-dev to the ampas/CTL repository.
ctlrender will build CTL in that repository. ilmBase, OpenEXR, and other dependencies will be required to be installed before building CTL.

When we move to cmake, we may provide the option to install missing dependencies at build time.
