:poss is indeed a little tricky at times. Let me share a little of the original motivation. As the AMR help page at http://www.isi.edu/~ulf/amr/lib/popup/poss.html describes it, the role :poss ("possessed by") is a very general form of possession. We sometimes use :poss for pertainymns as well, when they are equivalent to semantically equivalent expressions using possessives/'s/of, e.g.
I agree that consistency remains a bit of a challenge. For expressions of the type "at the end of the year," different annotators have been using different annotations:
Our consensus was to use :part/:part-of only for physical parts of a physical objects. See http://www.isi.edu/~ulf/amr/lib/popup/poss.html |

OK, I can see that in a few cases, :poss seems a bit weird. I'm personally fine with :mod for academic/fiscal year and possibly with :part-of for area of the factory. |
The suggestions for change given for the examples found in the consensus seem reasonable. |
OK. Consensus to change the :poss under academic year and fiscal year to :mod. Updated. |
Closing this in favor of #110. |

Areas of the factory were particularly dusty where the crocidolite was used .
Workers described `` clouds of blue dust '' that hung over parts of the factory , even though exhaust fans ventilated the area .

Government officials said exports at the end of the year would remain under a government target of $ 68 billion .
Before the end of the decade , we may well see the unfunded liability zoom well past the original $ 400 million it took to build the original highway .
Highway's exits. Suggestion:
:part-of
Already it is changing development patterns for the worse and causing localized traffic congestion around its exits .
If Route 288 has already created a $ 13 million road - construction in just this one exist , think of the liability it has created for all of its exits !
Shares of stock. Suggestion:
:consist-of
Brush Wellman Inc. said its board increased the number of shares of common stock to be purchased under a previously authorized program to 3.9 million from 2.9 million .
