ability to narrow down assemblies

ability to query permit database (or other databases) to narrow down assemblies that have no or little improvements on them currently. This one came from the following use case.... User queries system, gets 100 assemblies.....ranks them from best to worst. If the "best" is already improved with townhouses then its not the best opportunity from a development/arbitrage standpoint. best would be highest overall delta (current to ocp) and as unimproved as possible
