Follow up from anchore/syft#55 and anchore/syft#89 , we need to upload the VERSION file generated at release to an S3 bucket to support the update check on start.

This file should be updated automatically on each release.

Additionally, this issue also includes the DB discovery and download from the established infrastructure.
