If a plugin system is adopted then it would be ideal to be able to support extra catalogers via a user-provided plugin.

Presently we don't have a strong motivation for completing this work --adding new catalogers via PR seems to be working alright and there is little signal to add the complexity of a plugin system. Additionally it is nice to have the flexibility of changing the cataloger interface with little consequence (which would not be possible with a plugin system).
