How do I pop up at the location of the child controls in UICollectionViewCell

You either use the cell as superview and use the control frame, or you use the collectionview as superview, in this case you'll need to account for the contentOffset. In any case, the poptip behaves like a common UIView, so plan your frame accordingly.
