Re-implement support for reading environment variables from WoM configs:

environment.cloud
environment.fog
environment.sky
environment.level
environment.edge
environment.side
environment.terrain

Although uploads to WoM file server have been disabled, all the existing files are available. Servers like fCraft still use it.
